Well I've read lots of stuff suggesting it isn't, and IMHO it's just not worth the risk given it takes a few seconds to stir it.

it works ok in marine tanks where you have a sump set up with nothing but LR and Live sand in there so the bacteria can breed undisturbed, but in a tropical tank, just stir the sand or add under substrate heating and you`l be fine

Cories should rustle the sand enough to keep those pockets from forming. If not cories, get some malaysian trumpet snails.. they like to hang out in the sand.
