Riccia In Low Light

Your best bet is to float the plant and make it grow nearest the light and then tie it down on whatever you have in mind (if thats the plan), it will definatly survive in low light but whether it will prosper grow and pearl as it would in a high light tank is another matter, but if it does grow it will be slow as 1.2 WPG is quite low light, but the plant will survive, but i dont know if i would spend money to find out if it works or not because there are lots of other plants that will do well at the level of light you have.

I don't think anything will pearl in the low light but I have a few plants that are grwing quite well. I have java moss but riccia has a lovely light green colouring. And with it tried to a piece of slate it should look quite nice with the moss.
