Reputable Places To Get Bettas?

I've had bad luck with betta's as the only places I am aware of around my area is the larger pet stores, Petc, Petsmart etc. I bought one betta at Petco and one at Petsmart, both died tragically.

So now, I'm on the lookout for a place to get good quality betta. I'm not against ordering online, but I would be very nervous about it. (Don't know any good breeders, if the fish is DOA, etc)

I irregularly travel between the Philadelphia area of PA, and the Richmond area of VA, as I live in both places. I would drive about an hour to get a good quality betta. So any place in the south-east of PA (Delaware County, Lancaster County, Bucks County, etc) In NJ any place that's on the side of NJ nearest PA, as long as it's not in Camden :)
In DE, really anyplace in delaware is doable. In MD, anyplace along 95 S or just slightly out of the way. As for VA, Anyplace from Richmond to Washington D.C. is fair game. Also anyplace in D.C. is also doable. (I drove my roommate upt to D.C. so she could adopt 2 guinea pigs, animals I dislike, so I'd be more than happy to drive myself up there for something I do like :) )

Aquabid and eBqay are good sites for buying fish online. I know eBay, but they usually have a detailed description and will almost all of the time if it is a DOA, then they will refund you. I would alays purchase insuranse just to make sure. Then you could take them to small claims. Lol, just a thought. It is almost risk free to order ifsh, if they are shiped expressmail, or by airline. Airline is the safer option, but is about twice as expensive.

I know they almost always have a DOA refund policy, but just reading a blurb and seeing a picture really doesn't give me enough information. I'm a college student so money is very tight, if I'm going to spend oodles of money, which I have no problem doing for the pets in my life, I like to be100% sure I get what I'm paying for. That's why I'd prefer to buy from a store or a breeder where I can see the fish in person.
