I just noticed two Red Zebras mouth-to-mouth for about a minute. Are the eggs being fertilized when they do this?

I don't really know how to respond to this... besides advising you do some research on cichlid spawning.

No, it's a sign of aggression, they'll often do that when they are working out their pecking order. Cichlids ARE mouth brooders, but first the female lays the eggs on a flat surface, then the male fertilizes them, and the female scoops them up in her mouth to incubate them.
