Could a Red Tiger Oscar live in a 36" Long 18" high 12 Wide tank? It would just be for under 2 years while i get money to upgrade?

no! not for a month nevermind 2 yrs.. in 2 yrs it would be fully grown..12 inches how would it turn around...its bad practice to buy/get any fish with the good intentions of upgarding in the future.. it never happens, theres always something that will have first dibbs on the cash before the fish does.... you could go on ebay and have a look for something around the 300l mark... bet you could get something for about £50-100 if you looked hard enough
if it had been "would he be ok for a week while i sort out another tank", i still would have said no.. its cruel to even think about

and incidently it wouldnt matter if it was a red/tiger/albino they all get huuuge
i suggest you read up on these beautiful fish and see exactly what needs they have.. there a sub-section in new world cichlids at the top.. think its journels.. oscar club.. look in there on the first page are lots of links that you will find very usefull

Ditto what Shelagh said.

I've been growing my baby O's out in a bigger tank than that and they are almost ready to move out to the big one(I've had them 2/3 months or so.)

Oscars are usually easy to get hold of so I'd wait till you have the bigger tank then find one, there are usually people trying to rehome them on bigger ones for sale in LFS that people have returned.

Believe me, it's worth the wait as they are great fish to keep in the right conditions.

there are plenty of other options out there for a cichlid lover who has a tank such as the one you mentioned. There are MANY options out there for other cichlids with a lot of personality. keep searching. you'll find the one thats right for you and your tank. have you thought of a dwarf cichlid tank? there are some really beautiful smaller cichlids out there. jewels are agressive and beautiful also..

I want a big fish to just be in the tank alone or maybe two mid sized. Guess it wont happen. Thanks for help anyway

Have you considered something a bit unusual like a pair of dwarf snakeheads? (if they are legal where you are - I've not seen your location) Otherwise there are many smaller cichlids that could fit and a breeding pair are great to watch.
