Really Weird Free Floating Algae Problem

So I've been running my tanks for a while now, and both my 10 gallon and by 5.5 gallon have had these weird free floating algae blooms that make the entire water green so you can't see further than a few cenimeters into the tank. My 10 gallon developed it a couple of months ago, and it went away when I changed the carbon filter cartridge. My 5.5 gallon developed it a few weeks later. I changed the carbon in the filter with no change, but it went away on its own a few weeks later. Now its back and greener than ever and its driving me nuts. What is it and how can I get rid of it?

you can try putting in willow tree branches in your tanks. when they grow roots, they're supposed to suck up the cause of the green water. for more info on this method, see link below.
