Really Want A Planted Tank

Okay, I spent all last night reading through threads and I think I've just confused myself even more!
I have a rena 24"x12"x12" tank with rena internal filter(but may swap it for my fluval 2+ At the moment I have sand subtrate but will be replacing it when I decide what with! There's water wisteria, java fern, java moss, hair grass, cobomba(Ithink) and a couple of other plants I can't think the name of right now. there's also lemna minor(sp?) floating plant.
I have a nutrafin co2 kit and the heating stays at about 22-24c as this tank is for my galaxy rasbora. I don't know the kh or gh but will get a kit soon to check them. ammonia, nitrite are 0, nitrate about 10.

Okay, my lighting is what came with the tank and I think this needs to be changed. I had a look at the bulb and this is what it says; Sylvania standard, F15w/154 T8, daylight. That means absolutely nothing to me I'm afraid, so I need to know if this is going to be sufficient or if not then what can I change it too? I'm no good at diy and my hubby isn't here to help out with messing around with the hood, so ideally(for now anyway) I need to be able to just change the bulb.

I have had some pearling already but I've also noticed hair algea starting to take hold and some brown algea on the hairgrass and water wisteria.
As for ferts, at the moment I'm just adding plant grow when I do a water change every week. will eventually go the EI route, but not until I figure out exactly what I'm doing.
I'll try and get some pics tonight.

My main concern is my lighting, I think I need to get that sorted before I start worrying about which substrate to use. I am thinking along the lines of Tropica complete with maybe a layer of black sand?
Any suggestions welcome.
