Rate This Lighting System

Came across this on good old ebay the other day, what would you rate this as?

Would it be aby good for my 3' heavily planted tank, no co2.

I thik you under estimate my ability to fabricate such an item

How many T5 Tubes should I be running over this tank?

It's 3' by 1' by 1.5'. Planted, No Co2 currently but looking at dosing Flourish excel and ferts

Arcadia make decent ones, but if it were me I'd just buy a generic ballast as it's cheaper.

By generic I assume you mean a normal home light fitting? This wouldn't be very safe would it?

I mean a bog standard waterproof ballast, it doesn't have to be aquarium orientated, it's just that the non-aquarium branded stuff tends to be a lot cheaper.
