Rams

Would I be able to put 2 rams in a 29 gallon tank wit 9 cardinal tetras and 4 harlequin rasboras?

Yep see no problem with that, just remember rams are sensitive, therefore you need a fairy mature tank and preferably keep nitrates as low as possible, under 20ppm. Also make sure they have enough plant cover and some caves, as they like to claim their own territory.
