Congo tetras get a little big. Neons work well or other smaller tetras. Maybe even serpaes?... I don't know much about them. Some of the smaller barbs maybe cherry barbs? Pretty much you're not going to want anything that gets bigger than 2" if you're looking at schooling fish. Some oto cats would work, but I'd stay away from corys b/c if the rams spawn they will badly injure or kill an investigating cory.

I had 2 rams and 5 neons and was very happy with it, til I moved the neons to my 46g for some reason that I don't remember now :lol:
 
Congo tetras will get quite large (compaired to your average neon) and are too active for a tank that small. Also, Congo Tetras are found in africa which means their ideal water conditions are quite different to the water rams prefer. If you wish to get some tetras, i suggest neons or cardinals.

I know I say this all the time, but I strongly believe 15 gal is the minimum size for a pair of rams. Even then, I don't think it'd be large enough to house tetras as well. If you want both rams and tetras, go with a 20 gal (possibly long?), with tetras such as neons, cardinals, or glowlights (5-7). If you MUST have only a 10 gal, the only fish I can think of that would work would be otos. With a 15 gal, maybe a betta and otos. Try to get a larger tank though, rams are much happier and more active with larger tanks (as are bettas...but no one really realizes it).
