Ok i have a 27 litre aquarium cycling for abot a week and a half but i accedieny dosed to 8 ppm can i take all the water out and dose to 4 ppm i also have no nitrates but i wont rinse the filter out so if ther is ANY good bacteria it will stay ther will this be ok

I'd just do a 50 or 60% water change; that should bring the ammonia down to 2 or 3ppm, which is where you want it.

You could change all the water, refill and redose if you want to though.

Just take half the water out and refill, you'll then have 4ppm. Yes leave the filter alone and make sure you dechlorinate the new water and try to match the temperature as well.
