It is a surface plant so I would imagine so.
 
It floats at the top of the water table so I don't see why not.

I've got some growing on my sponge background out of the water but with water spray hitting it, thrives there.
 
As said it can grow out of the water but only if its floating or positioned on a rock or wood close to the surface, but its not a stem plant as such so you wouldn't get big leaves growing out like you would with say a sword.

Also, it can be attached to a rock or wood should you want to keep it under water, but it doesn't produce roots so it'll work its way free eventually.
