Question re box filter with blue spiky plastic balls

Our filter system in our 300-gallon tank may be old tech (we resurrected it from a 20-year-old set-up) but it used to work just fine, so we're using it again. My question is, now that the pumps are running, the filter box with the balls in it is only filling halfway -- i.e. only half the balls are completely submerged. Is this correct, or should all the balls be under water? (We can't remember how it used to work). Thanks.
 
Are the box filters in the tank hood, by any chance? Curious because I inherited a tank with those - brilliant filters, but sadly I don't have a pump for them anymore.
 
If it's a wet dry, a system very popular in the 90s (and very good, but awkward) the balls should be wet and affected by the flow, but not necessarily submerged. It depemnds on how it's set up. Back when they were "in" I couldn't afford fancy gadgets like that.
