Question about a Whisper mini

I got a minibow 2.5 tank off of ebay and I received it today. I was looking at the filter and its rather peculiar. Could anyone that has one tell me how its supposed to go on the tank? It looks as if the filter sits INSIDE the aquarium as opposed to hanging on the back. If that is the case then wouldn't the electric cord be sitting in the water? Is it safe? Also what kind of cartridges does it take? The guy I got it from included the manual from the tank, but not the manual for the filter so I'm kind of puzzled here. I figured I could get a quicker response from you guys then emailing the person I bought it off of.

It hangs on the inside of the tank. The wire goes into the water. It's pretty safe. The water is sucked in through the back near the bottom above the engine, fills up the back-half of the filter, pushes the water through the floss (the front-half of the filter) and pours the clean water out from the top. I had one for my 2.5g tank, but it looked clumsy and took up 1/4th the space. So now it's just sitting in its box. I am going to use it when I set up my 20g Long to aid the main filter.
