Proper Light For A 29 Gallon

The specs are 30"L x 12"W x 18"H

I'm limited on money, and my current light leaves plants to die. I really would like some decent foliage in the water for when I populate it (species tank). What is a good brand to look at?

what lighting and plants species do you currently have? are you dosin NPK+traces and are you injecting CO2?

IN the community tank it's vallis, a typ of fern and I'm not sure.

The 29 Gallon is new and I'm going to be injecting media from my established inherited 45 (community) gallon tank. And I don't plan on injecting large amounts of CO2. That's a bit more money than I can afford.
