Problems With 20gal High

I have had this tank setup for a few years now and I still can't seem to get the plants to grow. It has pressurized CO2 at about a bubble a second, but the plants don't pearl. The substrate is pure laterite if I remember correctly. The ferts i use are liquid, I dose k, P, and Iron once a week; and N and trace a few times a week. The lighting witch might be my probem, the hood is a normal aquarium hood but I pulled every thing out of it and put in two 20watt Sylvania lights. These are not really aquarium lights but are plant lights. The plants are mostly lowlight plants, Java moss, and 3 types of hygropilia (polysperma, corymbosa, and difformis), and caboba.

so, any ideas to why the plants are not growing very well?

Could be a few problems, but my first thought would be the lights, using tubes designed for plants would might help.
