Problem with DIY lighting

Hey, I recently bought a twin striplight flourescent for my aquarium and when i put the two bulbs in, the lights dont completely lite up. They are just very very faint yellow at the end of the bulb?

Is it a problem with the wiring or maybe the bulbs dont work with the fixture from home depot?

Help, i want plants lol.

Might be a problem with the starter. You could change it, or check if anything else if wrong.
