So for my frazzled brain could you tell me what numbers lf each species in a 55 gallon you would suggest?

Well, I did include this above, but here you are. These are minimums, you could have a few more depending upon other fish, fewer species with more, etc.

Rummynose tetra 20
Ember Tetra 15
Hatchetfish--depends upon the species. Carnegiella species, 20; Thoracocharax or Gasteropelecus species, 9-10
Otocinclus 5-6

I would want some substrate fish here, a group of Corydoras (15 minimum up to 20 or 25).

You have space for more upper (mid-level) species. That was why I suggested the two rasboras previously, they are mid-level. But there are others, if you want to stay in South America.

Quiet tetras (someone suggested the Black Phantom, they are lovely, or the beautiful Red Phantom, either in a group of 15-20, or both in same numbers each.
Pencilfish?
An oddball, like the common Whiptail (Rineloricaria parva)?

Take your time selecting species. You are not that far from Portland, Oregon, and The Wet Spot fish store (they also do mail order). I have not been down there, but I have heard good words about them. And their online list of fish they carry (at various times of the year, since many are wild caught and seasonal) is exciting. If you decided on fish "x" they would tell you when they might get it even if it is not there now.

 
So, this is my thought.
55 gallon heavily planted aquarium with weekly water changes of 65%

12 rummynose tetras
10 ember tetras
10 otocinclus catfish
8 harlequin rasboras
7 white skirt tetras.

Yes or no?
Maybe take off the skirts?
I dont like skirts so id say yeah leave them out;)

Also im gonna throw in this. I love the way marble hatchets look i love that they stay in really tight shoals i hate that unless the tank is ten feet tall i have to duck down and look up to the top of the tank to ever see them as they are always at the very top, so i drop the water level which also keeps them from jumping out or against the lid and even when i do that they rarely move. They all just hang out in their tight little shoal like a little exclusive high school clique :)
Pencil fish will venture into the top. Dwarf pencilfish do really well with tetras.
