My power has been out for the past 8 days. I have a 29 gallon w/ a HOB filter and a canister filter. I have 5 corys, an angelfish, fem betta, 6 tetras (very small, like neons but they are gold, 3 more little tetras (like small H. rasborasw, with some blue again they are tiny) an albino bristlenose pleco and a CAE. I assume the bacteria (cycle) is dead. What do I need to do to at least make it liveable for my fish? Should I do a 100 percent water change? Take the gravel out and clean it? Leave it be?
 
Your other option is an ammonia neutraliser. That's what I'd be doing TBH, because it's very, very difficult to keep the ammonia down in a fully stocked tank with only water changes. There are some sensitive-ish fish in the tank by the sounds of it.

If you can possibly get an ammonia neutraliser (like API Ammo-lock), add the recommended dose to the tank daily and do a 25% water change every second day. How long do you think it will be until the power comes back? It's likely that a few bacteria are still alive (enough to kick-start the re-cycling of the tank when the power comes back on but not enough to process a meaningful amount of waste for three or four weeks). Keep the media wet, at any rate. If you have live plants in the tank, it would be best to remove them and plant them in a bucket outside. They will not survive much longer with no light and no filtration and they will probably start to rot from the base up, causing the ammonia to soar.
 
I'd do a 50% change every day and use something like ammo-lock as well.

if you can manually make some flow through the filter a couple of times a day, just pour some tank water over the media or something that will hopefully provide some food and oxygen for the bacteria and keep them going as well as possible.

you haven't got your location in your profile, is the tank temperature an issue at all or is it warm enough to keep the tank warm where you are?
 
The power came back on yesterday. I will get some ammo-lock today.
