To work out the volume of water in the tank
measure Length x Width x Height in cm
divide by 1000
equals volume in litres

your tank will be a bit less than 80 litres if the sizes are in inches :)

the blue leds aren't very good for fish or plants. They just don't give the correct colour spectrum or intensity for growing plants.
Normal fluorescent lights are usually the cheapest way to go. You can often get them from a hardware store or your local petshop.
