Possible Heater Problem?

I think I might be having a problem with my heater. I checked the temp in my aquarium a few days ago and it was 84. My heater has a knob where you can set the temp and I have it set at 78. I turned the temp setting down to 75 to see if that would help and it stayed at 84. I know it's not because my house it warm inside because my house thermostat says it's 70 in the room the tank is in.

I don't know if it's my heater that is going bad or something else. It worked fine up until I added fish last weekend. I also upgraded my filtration to something more powerful since I think the tank is slightly overstocked. Could the more powerful filter affect the water temp?

Going to the LFS today so I was hoping for some advice before I go so I know if I need to buy a new heater.

I doubt it's the lights. They are not on that much. About 4 hours in the am and couple of hours in the evening. I didn't have problems until a week ago when I put the fish in and got a bigger filter.
