I have five Serpae Tetras and one of them was smaller than the other four when I bought them about two months ago. Now it is markedly smaller and thinner in body shape and yesterday started acting oddly. Although there are no visible signs of illness and it feeds just as enthusiastically as all the others it suddenly stops swimming (mid tank) and flips over on its side and starts to float upwards like it has died. Then when near the top suddenly springs back to life again. Perhaps 10-15 minutes later it happens again. I suspect it is not well but don't know if I should (or can) do anything?

Internal /external parasites  .. Treat immediately or you will lose him

Possible internal parasites. Try to find a parastic medication, such as Jungle Parasite Clear, also try feeding anti-parasitic foods. Foods will help clear up the problem quicker as it is going straight into the fish. Also isolate the "sick" fish if you can.
