Poorly Angel Fish

Just wondering if anyone can help me with a problem I am having with one of my angel fish. I have had the fish for about 9 months up until now i have not had any problems. 2 days ago i noticed the angel fish had stopped feeding properly and was just sat in the corner of the tank behind the filter. Then today i noticed red marks around the mouth, eyes and fins. Does anyone have any idea what this could be. I have 3 other angel fish in the tank and they all seem fine.

2" of gravel on the bottom
Various plants, rocks and bogwood
Water parameters at time of writing
Temp 26 0C

PH 7
Nitrate 10
Nitrite 0
GH >7

The fish has septicemia and once it has progressed it hard to cure, you will need an antibiotic like tetracycline, good look.
