I had a fantail and a common in a 5 gallon tank and gave them to my neighbours to put in their pond.
They put them in straight away and the fantail was being bitten by the koi fish. Then my neighbour put him into a goldfish bowl. Now im really sad because the reason i gave them my fish was so that they could have a bigger home. Im not sure how i can get them back off my neighbour it might be rude if i ask him for them back. They dont know much about fish and the bowl probably hasnt been cycled. Could someone give me some advice to tackle this situation.

Yeah fancy goldfish and large streamlined fish like koi don't mix, have you tried explaining them your reasons as to why you gave them the fish in the first place and why you want the fish back if they are just going to stick it in a bowl?
If the fancy goldfish is beat up, its needs a large tank with filtration and clean water and some Melafix and good food to get it back into good health. Where abouts do you live in the world?

I live in Wales Uk

The climate is too cold to keep fantails outdoors then, they cannot tolerate freezing temps well so often die during winter time. The best plan of action would be to take the fantail back and buy a 20-30gal tank for it and keep it there  .
