Platy Ill? Help Please

My platy has been lying at the bottom since yesterday. I recently added this and one other to this new tank (35litre) after it was cycled for 2 weeks. It seems very lethargic and i dont think its eating. Looks like it might have some sort of infection on its head, like a white area near its eyes, i have taken pictures which i can e-mail if you want to take a look because i cant really describe it. Iv noticed aswell that when it does move it darts around very quickly hitting the sides and ornaments before 'collapsing' onto the bottom again, its definitly not right. The other platy did seem fine, although iv noticed now it seems to be lying close to the bottom more than usual, im getting the water checked later at my local store and il get advice off them aswell. Any help would be greatly appreciated, Thanks, Jim

you say you cycled the tank for two weeks how did you do this m8?
do you test your water if so can you give us the readings?
what other tank m8's are in there sorry for all the questions but it will help us to help you

I added cycle and dechlorinator and left it for 2 weeks, added some food to help the bacteria grow, changed 10 to 20% of the water every couple of days and got the water tested at my shop, they said it would be safe to add two platys which i did, male and female. They've been fine for over a week but the one in question has now died! :( And the other doesn't seem too clever either although the one left looks perfectly healthy from the outside but is just staying at the bottom in one place??? it does move to eat though and seems okay when it does that???
 
Immediate water change and increase aeration in the tank.
I would strongly suggest buying some liquid test kits in ammonia, nitrite, nitrate, and ph.
I would take a sample of your water to the lfs and tell them to write the readings down for you.
Read up on the nitrogen cycle.

Fish can dart around the tank in bad water quality you need to do an immediate water change.
The white patch does it look fluffy in appearance or like bleaching bemeath the skin.
