Plants That Stay Small

I'm looking for some plants that will stay reasonably small (max 3" pref less) and not carpeting kinds.
They'll need to be able to with stand a fair bit of flow.

some smaller species of stem plants that you will have to keep trimming - hemianthus micranthemoides,

hairgrass - this is a carpeting plants but can be kept in check with careful pruning.
