since fitting new lights the plants are now photosythesing, there are streams of O2 bubbles coming off some of the plants.

Plants will photosynthesise even when under old or low lights. However, when they get lots of light or really bright light, they will do this more efficiently and you can often see very small bubbles of oxygen coming from the leaves. It's commonly called pearling.

just to add to what colin said, if you have high light Ie 2wpg you should be using CO2/ferts or they will use them all up and wont be able to photosynthesize properly and then algae can take hold.
 
More and more plants are bubling now.

Yep have yeast based CO2 system in place, Am gettings ferts tomorrow.

Maybe I have the wrong lighting then, even Cabomba is dying in my tank :unsure:
Cabomba can be hard to grow and will do well in some tanks but die in other tanks. Good light, some fertiliser and a bit of CO2 will get it going. But even under avergae light and just a bit of plant food, you should be able to keep it alive.
You have to be careful when handling it because it has a soft stem that bruses easily. This usually happens when you try to push the plant into the gravel. The stem gets damaged and rots.

What sort of light/s do you have over the tank and how long are they on for?
Do you add plant food/ fertiliser and if so, what do you use?
What is the pH of the tank water?

Try to get plants that have been grown in your area as they will usually do better in your water.

aka, Limiting Factor

clearly you needed new tubes then! It makes quite a difference after 1yr of use, but our eyes cant usually tell, unless it has degraded a lot!
