Plants Growing Out Of The Tank

Is it a good thing if my plants grow out of the water, or should they be cut off to encourage underwater growth, or is it just a looks thing?

Its up to you some try to keep them low to obtain a certain look, others like the open top aquariums so there plants can grow out of the water and flower.

I wont do them any harm unless they reach the light and burn themselves, instead they will benefit from the co2 in the atmosphere.

As you say out of the water they will utilize atmospheric CO2, will they start adding to the out of water growth at the expense of underwater growth in order to get at this easier to get atmospheric CO2?
