10hours of lighting is plenty. It's how much of that lighting there is in that 10hours.
How much lighting determines how much CO2 and nutrients you should be adding.

Your plants probably aren't getting enough light intensity in order to stimulate photosynthesis and grow.
To help, you can add metal reflectors that will help. You can also add more lighting by adding more tubes, whether they are t8, t5 etc. Bear in mind that when you increase the lighting, you will have to dose nutrients and possibly CO2 either by gas injection or a liquid source like EasyCarbo or Excel (for low-medium light levels).
It's also a possibilty that you are trying to grow plants that have no chance in that lighting. Ones to try are, mosses, anubias, swords, crypts and hygrophilia sp.
