In my 5 gallon with 16watts over it, co2 and ferts (irregularly dosed :S) i have noticed some of my stems becoming fairly leggy, im getting nice growth, but only at the top.

Not sure whats causing it. I thought laterite would be a good way to go, but a 2nd opinion is always preferred :)
 
Lack of light

The WPG guideline breaks down for very small and very large tanks, small tanks need more light and large tanks need less light than normally recommended, leggy stem plant growth is usually a sign of not enough or shaded light and this is why you are seeing the normal growth as the plants reache nearer the light, although if things are growing well personally i wouldn't worry about it and leave things alone, adding more light may just cause more problems than its worth, but thats obviously up to you.
