I know about tying it to driftwood and all that but would it be ok to just bury the roots in the gravel?
 
Java fern has to be attached to wood or rock because they need the water to be constantly flowing around their roots, otherwise the roots will rot.
You could burry them but they will not grow and be as healthy as attached to driftwood.
