Planting Dwarf Hairgrass

I recently bought a little matt of dwarf hair grass to start a carpet. I got sachem fluorite for a substrate, and i'll be dosing with ferts.
But my question is, how do I plant it?! I can't really bury it because it's a carpet, and i want the runners to be able to poke through. At the moment it's sort of half buried/

get small clumps of it and plant them roughly one inch apart and they should start to spread
