Planting at "Levels" Help

Hi,
I've started to get some enthusiasm back for plants so am going to try again on a smaller scale.

I came accross a nice little tank on ebay and I won! So i'm doing a proper planning job on this one - nothing fancy, no super high lighting but as good as I can afford on everything else.

I was hunting around for layouts and ones that strike me are ones where there are levels with some plants higher than others.

I know you could do it with wood and a slate accross the top, but the ones I see look very natural - are they just gravel mounded up? I'd have thought this would slip away to become flat over time?

Below is a picture which I think looks quite natural, It's done on wood, but what do you plant into? Do you layer gravel on top of it as this doesn't seem to have any.

Sorry for rambling, hopefully you understand me - I'm just after some techniqies.

oh thanks chaps! looks I got some reading to do.... I'll look now.

I thought it would also help maybe if a low light, short plant was on a higher level as it might make it get a little stronger light - not sure - but the effect looks nice.
