You can use pH buffers, but I think the pH adjusters you're talking about are not so good for plants. You can keep plants in water with it but they will grow more slowly and less lushly.
 
RO is inert so you should look more into mineral supplements more than pH adjustments. Don't bother with chemical adjusters either, they are temporary and often useless in the long run. If you want to boost your pH, use calcium carbonate or shells. It'll raise the pH safely though eventually it'll reach into the 8.+ level
