Persuading Tetras Into Middle/top Of Tank

I have a 500l community tank with tetras and corydoras currently.(Angel Fish and plecos being added shortly) All the tetras seem to hang around in the bottom half of the tank. Below or just above the level of the plants. This leads to this part of the tank seeming crowded while the top half of the tank is empty. I was wondering if anyone had any idea to persuade the tetra into the top half of the tank. All i could think of was some big plants across the back maybe or some more frogbits I have about 1/2 sq foot at moment. Problem with frogbits was i was worried it will starve my other plants of light if i put to much in.
 
Tetra, in my experience, just seem to prefer that height in the aquarium.

It's possible you could coax them out by planting the tank heavily in an attempt to make them feel more secure?

P.S. Angels... With Neons? Really?

Depends on how big the angel is when it's introduced to the neons.. If it's a tiny #28###, and is placid (which yes, there are placid angels).. and doesn't get agitated by anything during its maturity.. is kept well fed.. no reason for it to eat the neons... it might chase them away if it doesn't like them being too close when he gets bigger, but it's not always that an angel will eat neons...
 
Where did neons come from ? My tetras are red phantom, Glowlight and Cardinal. All of which grow to big to be eaten by angels. I wouldn't put neons in with my angels or i would just have fat angels. and yes angel fish eat neon tetra in the wild.
 
Ahhh right - sorry, just assumed they were Neons because you didn't mention anything else.
