I'm having trouble getting my pennywort to stay where I want it. It's growing like wildfire, all over the place, but it keeps uprooting at the slightest touch and floating around.

Is it ok this way? I don't want it free floating, since it gets blown around when it gets near the filter outlet and makes a tangled mess. Could I use some wires to secure it to a piece of driftwood and anchor it that way, since it won't stay in the substrate?

I think I made an almost identical thread a few months ago about hornwort and solved that one with driftwood as well.
 
I used to have the same problem with mine. What I did was I went to a craft store and bought some glass beads that had holes in it just large enough to stick the stem in and pull the stem out far enough to give you at least an inch. tie some thread to the stem thick enough that the bead will not come off. The bead helps anchor the plant and is safe in the tank. After awhile the pennywort will grow enough roots to anchor on its own.
