Penguin Tetra (back half of body has changed colour)

Was wondering if anyone has any idea what is going on here

The tank has been setup for about 2 years but the little guy/girl in question has been in the tank for about 10 or 11 months.

Tank Size 15 Gallons

PH: 6.8 to 7
Ammonia: 0
Nitrite: 0
Nitrate: somewhere between 5 to 10

My cleaning routine is about 40 to 50 percent water change once per week dosed with API water conditioner. I also use Flourish Comprehensive for the plants. There are 11 Penguin Tetras in this tank and that is it.

The tank has had no new additions to it for about 6 months where I added a few plants.

I noticed this a few days ago although I don’t think it has gotten any worse. It looks like that back part of the body has become transparent and there is that reddish looking streak on both sides

None of the other fish are looking like this

Is the fish still eating?
What does its poop look like?
Does it still swim around with the other fish or does it hang out on its own now?

Can you post a picture of the other side of the fish?

Yes always waiting at the top with the others when I come near.

What does its poop look like?

Haven’t seen any but I also haven’t noticed anything out of the ordinary.

Does it still swim around with the other fish or does it hang out on its own now?

See above. Yes he/she is always with the others

I will get that later tonight but it almost looks identical to the side in the picture above.
