Pectoral Fin Rot?

I bought a betta with fin rot on his caudal fin a few months ago and set him up in a filtered 10 gallon tank with two snails. It took months to get his caudal fin to stop rotting. First, I treated him with Maracyn I and II because it didn't seem like very bad fin rot. He kept getting worse, so I switched to API tetracycline and fungus cure, which I read is supposed to be stronger. I gave him 3-4 treatments of tetracycline and fungus cure over a month and this finally stopped the fin rot on his caudal tail and it has been growing back nicely over the past month. However, I've noticed that his pectoral fins still have clumps in them. Is this fin rot? Should I keep giving him doses of fungus cure and tetracycline until these clumps disappear or is this permanent damage?

I cannot take a good picture of them because they move too quickly for my camera.

I highly recommend you stop using the medicines.

API has two products called Melafix and Pimafix. The former is used mainly for healing damaged fins/ scales, and the latter is used for fungus. Both treat fin rot and prevent bacterial infections.

I've used so many medicines and "fixes" over the last couple of years. These are the only ones I use and trust anymore.

I will admit though, that when treating ICK, Jungle's IckAway tablets are really great.

Also, slowly turn your heater up to 80F degrees. This will kill parasites and other harmful bacterias and will help your fish heal up.
 
You're right, my betta is not moving too quickly, but the pectoral fins are moving too quickly for me to capture the ick in the picture so people can see it. Also, my camera hasn't produced a focused picture of him through the water yet (I've tried multiple times). His pectoral fins flutter back and forth constantly, so my camera just captures a blur there.

I will try the products you suggested. I stopped using the other products weeks ago, when I noticed his tail fins growing back (per the instructions) but it was unclear whether or not the ick on his pectoral fins was the same as what was on his tail fin. His tail fin has been growing back nicely now even though his pectoral fins still have clumps in them. So I didn't know if the clumps just take a longer time to heal and I should stop treating in general and give them time or what.
