peat filtering

ive heard of peat filtering, and some articles suggested that this type of filter should/ should not be used with certain types of fish

can someone please explain to me what this type of filter does?

I heard somewhere that neon tetras like peat when breeding.

Peat is used in filters to soften the water, for fish who prefer soft water, and by softening the water, it makes it easier to maintain a lower pH. That is why, as steve-0 said, neons tend to like it, since they prefer softer and slightly acidic water.
