Pale parrots

Hello hi, I have two parrot fishes, sadly one has died and the other one is laying down gasping for air and I don't know what to do? please feel free to advise me as I am very new to auariums, and am pretty clueless. I have also two cat fishes, two tiger clowns and six neon tetras, they seem to be gasping.

Thank you for replying - I have had the tank for about a year, 124ltrs, although I change the water every week, I have never changed any filters or tested water with any kind of equipment, I wouldn't know how to. I have a fluval 304 filter system without instructions. ( I was given the auarium by an ex neighbour). I have some plants in the tank as well.
I wished someone lived local who could show me the ropes, my local auarium shop are pretty useless and just interested in money. They don't have time for customers questions.

I don't have any test kits at all,I've just being doing water changes.
 
Do you gravel vac, sounds like bad water quality when did you last rinse the sponges in old tank water, and when did you last maintain the filter.

Hello Hi, thanks for replying, yes I did do gravel vac & 80% of water change, the water was dirty. I have never rinsed sponges or maintained the filters, don't known how to.

When you changed the water, did you add dechlorinator?

I did not have any dechlorinator, so I brought some and added some seperatly a few hours later.

now about 24 hrs ago, most of the fish are ok, but now the other parrot fish has sadly passed away. I don't know if I should feed them this morning?
