how do i put oxygen into my tank is it with the filter or by some other means ....

Allow the filter to gently ripple the surface this will allow oxygen to defuse across better. if the filter is able to add bubbles to the water then that will work and the smaller the bubble the better the oxygen transfer.

Also the higher the temp the less oxygen water will hold, so dropping the temp a couple of degrees will also help.

U may add a huge wand to add oxygen also.

It's worth pointing out, though, that any half decent filter will oxygenate the water. If the fish aren't gasping at the surface then there's no problem.
