i am thinking about adding a bubble wand into my aquarium. i am wondering if this will have negative effects on plant life? does it reduce co2 levels? I am putting it in for looks and also i heard that agitating the water can help prevent algae as well.

Any feedback is appretiated :)

A bubble wand should have no negative effets on flora. Surface agitation does drive off c02 levels to a certain extent, but bubble wands realistically do not create much surface agitation. The do little to oxygenate the water, and will hardly drive off c02. Bubble wand are more for decoration than purpose.
