Overstocked For A 55 Gallon?

I have a 55 gallon tank, with 0 Nitrite, 0 Nitrate, and a 7.6 PH, ~78 degrees F

1 Rainbow Shark
4, 5 or 6 Khuli Loaches (I forgot how many I should have in there...)
4 Angel Fish
6 Female Bettas
2 Albino cories (Some died)
1 Peppered cory (Some died)
1 Panda Cory (Some died)
4 Ottos
2 Hillstream loaches, (Beaufortia kweichowensis) - Too high PH, temperature, and probably low oxygen. They're still alive though, and I bought them because I didn't know better before.

Too much?
 
your tank is not cycled! your NitrAtes should be 5-10, ammonia 0, and NitrItes 0. You haven't said your ammonia level but I presume it's very high since you've had major fish loss. But for the over all question, I don't think it is too much. just don't buy any fish untill you have the stats I mentioned above.
 
No, his tank could be cycled. If he was doing frequent water changes he could have a nitrate of 0. I had that when I kept discus. It could be his test kit doesn't indicate very low nitrates too.

But if you did just lose all those fish recently, yes, he may not be cycled.
