Oscar Has Milky White Eyes

My oscar juvie I just bought has gotten a white film over both eyes. He's the only fish in the tank that has this. He's also very lazy, swimming very slowly, and is floating at the top of the tank on his side alot. His colors are sometimes bright but mostly theyre bland and a little pale. All my other fish are in perfect health, swimming happily, and have very bright colors. Its a 60 gallon tank, has a JD and Angels and a couple other smaller fish. Hi there. I am not an expert on diseases but try to help in this section. I hate it when no one responds to a plea for help.

First do you test your water and what are your water parameters? When these fish grow up, you will be very overstocked and you will likely have aggression issues and fish death. Water testing will be essential to maintain these fish along with a much bigger tank. You need a good liquid based test kit to monitor ammonia, nitrite, nitrate and Ph at a minimum. I'm also wondering if your temperature isn't a bit high. Seems high for an oscar anyway.

Second, what is your tank maintenance like? How often do you vacuum? How often do you water change? How much?

It sounds like this fish may have a fungus problem. The likely culprit is water quality, hence the write up above. The below chart helps to isolate fish disease and then recommends a name brand medication. You can use any medication of course, but look up fungus and sore eyes on the chart.

My water parameters are:
Ph: 6.4
Alkalinity/buffering: 120
Hardness: 120
Nitrite: 0
Nitrate: 20

I do 10-20% water change weekly, I vacuum every water change,
and the temp. Is temporarily 84•F to kill off or speed up the life cycle of any bacteria or fungus.
 
Oscar is looking much better after this recent water change this morning. He is much darker in color, his orange tiger stripes are much more bright and vibrant and orange. One of the eyes has completely cleared up. The other is still the same, just a tiny bit better. He's swimming much more actively but still manages to wobble on side everynow and then while he's swimming but quickly straightens up again. I think its a matter of more water changes more often until this clears up
 
The weird this that he can swim high and low in the tank with no problem. He can stay at the bottom for long periods of time, but when he's not busy, he always goes to the same spot. He goes in the top corner of the tank and just goes sideways and stays still like he is sleeping. But if I put food in or he wants to chase a fish, he uprights and swims like nothing happened. He also sometimes sticks his bad cloudy eye out of the water. I don't know what is up with him.
 
Well, he got better but now he's bad again. Eyes very cloudy, kinda pale just floating sideways and today I saw white stuff on the bottom of gills. I don't know what I'm going to do.
