Possibly, but what specific gravity do you have in mind? Spiny eels shouldn't be above SG 1.003, and that's a bit below the optimum for figure-8s, which is SG 1.005. Also depends on the spiny eel: not all spiny eels sold as peacocks are the same species, and not all of them tolerate brackish water. The commonest species is Macrognathus siamensis, a fish that is pinkish brown in colour with vague mottling across the back and a series of small black eyespots on the dorsal fin. It isn't a brackish water fish. Macrognathus aral, on the other hand, which has the eye spots plus a few dark bands running the length of the body, apparently is found in slightly brackish water. That said, most spiny eels seem to to adapt to slightly brackish water, all else (food, substrate, tankmates) being favourable.
