can you add a link or just paste a web address. i've googled it and came up with a few different lights with "jebo 130w"
if it's the PC Luminaire then in theory as long as you dont get blue tubes with it (the one i found was a moonlight type setup) with the correct tubes it would be fine for plants.
very few lights are specifically for planted tanks any light will do as long as full spectrum tubes are available for it. T8, T5 and PC (power compact) tubes are all available in full spectrum so all you need worry about is how many watts per gallon you are aiming for and buy a suitable wattage light or lights. Bear in mind PC are the most efficient i think followed by T5 then T8 so a 130W PC bulb gives off more light than a 130W T8.
generally T5 is the favoured tube size as replacement tubes are easioly found and they dont give off as much heat as PC's which can be quite intense.
personally i use 4 x 30W T8 tubes giving me 2.5 WPG and that has done me fine up until now but on my next tank which is iminent i will be using T5's
hope that helps.
