What can you do with an older tank to get it "healthy" again.... aside from water changes?

Our year and a half old 29 gallon tank has some amazingly gross stuff growing in the gravel. When I gravel vac, it sucks up a thick load of sulfur smelling grossness.... and that's every every single week. Even after a heavy duty cleaning. The tank tests out fine otherwise in terms of pH, nitrates, nitrites, ammonia, hardness, alkalinity, etc.

More importantly, how do I keep our 75 gallon tank from getting like this.
