For the 20G i would probably say put 3-5 ottos in, then get a small plec for the 40G. Something like a bulldog plec, a couple of clown plecs or even a bristlenose would do fine in a 40G...

why exactly do you need so many guppies? by only buying a couple of each you leave room to expand - which they will do for you! i would only get 5-7 guppies instead of 17

as for the 40g, sorry but you will almost definatly run into problem with all those rams....unfortunately the strongest of the males will force the other ones to the top of the tank, or otherwise torment them to death.....a pair of gold rams and a pair of blue rams is ideal unless you plan on returning males

that is definitely a lot of guppies in that 20g! it may be hard to maintain the extra clean water panda cories require in the tank as proposed... it is a bit on the crowded side. maybe you should try keeping the pandas in the 40, since the larger tank would give you more stability for your water quality?

i have to vote no on keeping 3 pairs of rams in the 40g. i'd say 2 pairs would be plenty...

other than that, those plans sound great!

as for angels, they get pretty big and can be sensitive....i believe people recommend larger tanks due to the size (height) they grow....i would keep the stocking at what you have now taking into account the other suggestions we've made - after that you can see how it looks and if you think you can add more - by then you'll probably find something you just cant resist
