Oily scum on water

Hi there - I didn't know this aquarium thing would be so much work. Sure it'll be worth it, it is very relaxing when everything feels like its fine.
I have a question about my water and think I have read in the forums here how best to remove it with a piece of kitchen towel which I will try.
My main question is not how to remove it but do you think it will affect my water getting air into it if I only use a filter that creates surface aggitation to encourage gaseous exchange? My filter can be modded to suck air into the manifold and spurt out air but it is so noisy I prefer not to use it. Guess it might be one of those buy cheap buy twice situations eh?
Also sorry if I am in the wrong forum it's not an emergency yet but no other forum seemed to match up.
 
ummm, it's not very clear what exactly you're asking.
describe the scum in detail.
can you post water parameters, fish being kept in the tank, how big the tank it, the temperature, et cetera?
 
Yes that's the stuff discus man - will give it a try. I mean the friendly chappy in my lfs says my water is fine if only very slightly acidic but he says that will drop with time. Thanks.
