I think i saw somebody post on there that ducks need the water to swallow easier. So i expect it was taking the bread then piutting it into the water to soften it and swallow it..

Exactly, it looks too cute, but the poor duck was being harassed by the carp for food LOL. They generally moisten alot of their food before they eat it.
